EUF stands for Environmental Usage Fee and it was paid to enact measures to protect the environment for example the installation of permanent moorings at coral gardens. I don’t know how you can ask (or even accept) donations if you have plenty of EUF and snorkel excursion income. The banka/boatmen in the past indiscriminately dropped their anchors, destroyed corals, violated ordinances and never paid a fine. They should chip in, so they know that protecting the environment comes at a cost.
